Job Summary:

This is an exempt position from the Fair Labor Standards Act that is located between the rank of Fire Battalion Chief and Deputy Chief on the Lake County Fire Rescue organizational chart. The work performed under this position requires continuous certification under either Florida Statute 633 (firefighting) and/or Florida Statute 401 (Emergency Medical Technician or Paramedic). At times, the work of this position will be required to assume command, manage, supervise, coordinate, delegate, perform, monitor, and direct various work units, resources, and assignments related to on-the-scene firefighting and/or emergency medical incidents and disasters with Lake County Fire Rescue. This position and work performed shall be commensurate with the duties and responsibilities associated with the Special Risk class under Florida Statute 121. Assist with program and service delivery evaluation in accordance with policy and national standards to address deficiencies and provides procedure and process improvements to ensure compliance and benchmark targets on known issues. May be assigned, or reassigned, to any Division or area of LCFR to include Administration, Operations, Logistics, EMS, and Communications to oversee and assist in such areas as training, Emergency Medical Services, ISO, Special Operations, Accreditation, Disasters, Suppression, Prevention, and Special Projects, to include any and all other duties as assigned. Additional duties might include responding to and assuming the role of Incident Commander under the Incident Command System to coordinate emergency activities and resources at fires, emergency medical incidents, and disaster events with Lake County Fire Rescue. This position might include temporary assignment as the “acting” Deputy Chief in his or her absence.

Work is performed with considerable independence requiring the exercise of discretion, sound judgement, decision making, and self-initiative under the general direction of a Deputy Chief or Public Safety Director. Work performance is reviewed through observations, conferences, feedback, meetings, reports, data and assigned goals achieved results within acceptable or specific timelines.

Minimum Qualifications:

Requires a Bachelor’s degree in fire science, public administration, or a closely related field.

Minimum of seven years of progressively upward career growth in a public safety agency related to Fire, Rescue, EMS, and/or Dispatch service with at least two years of related experience at the rank of Battalion Chief or mid-level supervisor or higher in a career public safety agency related to fire, EMS, or dispatch services.


LICENSES, CERTIFICATIONS, CREDENTIALS, AND DESIGNATIONS REQUIRED:



DUAL CERTIFICATION (Firefighter and EMT/Paramedic) CANDIDATES REQUIREMENTS:

• Must possess and maintain a state of Florida Firefighter Certification
• Florida Fire Officer I certificate prior to July 1, 2014
• Florida Fire Officer II certification or higher received after July 1, 2014
• Active State of Florida Paramedic Certificate
• Incident Safety Officer (40-hour class within one year of promotion)
• Valid Florida Driver’s License
• Incident Command Certificates in: IS-100, IS-200, IS-300, IS-400, IS-700, and IS-800


SINGLE CERTIFICATION (EMT/Paramedic) CANDIDATE REQUIREMENTS:

• Active State of Florida Paramedic Certificate
• Incident Command Certificates in: IS-100, IS-200, IS-300, IS-400, IS-700, and IS-800
• Incident Safety Officer (40-hour class within one year of promotion)
• Valid Florida Driver’s License


Desired Certifications include:

• Graduate of National Fire Academy: Managing Fire Officer Program
• Certified Public Manager
• Fire Inspector
• Fire Instructor
• Fire Code Administrator
• May be required to obtain approval to practice under the license of the Medical Director


Desired Credentialing and Designation include:

• Chief Fire Officer (CPSE)
• Chief EMS Officer (CPSE)
• Chief Training Officer (CPSE)
• Fire Marshal (CPSE)
• Fire Officer (CPSE)
• Member Grade (Institution of Fire Engineers, USA Branch)



May be required to obtain other technical or professional certifications or designations as directed by the Public Safety Director.
