Terms and conditions governing this quotation are attached hereto. Insurance requirements, if applicable, are also attached hereto as part of this document. As this price request constitutes an inquiry, and not an order, it implies no obligation to purchase on the part of Lake County.

Radar Speed Feedback Signs

All prices submitted are to be on the form below in accordance with all terms and conditions set forth in this Request for Quotation. Prices quoted should be in unit of measure shown. Any award resulting from this RFQ will be made to the responsive, responsible vendor which offers the lowest price on an item basis. If award is noted to be made on an aggregate basis, any vendor response that fails to include pricing for all items may be rejected. Per Section 287.05701, Florida Statutes, the County will not request documentation of or consider a vendor's social, political, or ideological interests when determining if the vendor is a responsible vendor.

Prices shall be quoted F.O.B. Destination – inside delivery, freight included and shall be inclusive of all costs. Current and/or anticipated applicable fuel costs should be considered and included in the price quoted.

Delivery of items is to be within 45 days after any purchase order is issued.

Radar Feedback Signs

 The contractor shall provide a quote for purchasing eight (8) radar speed feedback signs with lifetime cloud service.  The signs shall be either Bluetooth or Wi-Fi enabled in case the cloud service is inoperable.  Please provide the per item cost to purchase a total of 8 units.

Specifications and/or Special Conditions

  •  The radar signs shall meet the following requirements:

    • A Minimum of 15" LED numbers
    • Speed reduction range up to 99 MPH
    • Wi-Fi or Bluetooth enabled
    • Lifetime Cloud service
    • Saves 12 months of data
    • Programmable message displays including slow down and too fast
    • Solar-Powered
    • Full matrix Display
    • User replaceable batteries – The County shall be able to switch out batteries without sending back to the manufacturer.
    • Provides access to real time traffic data and reports
    • Access signs from anywhere
    • The Contractor does not have to submit for both Bluetooth and Wi-Fi.  Only submit for the type of product your unit has, Bluetooth or Wi-Fi
    • Technical support response required within one day of being contacted
    • Three year warranty
           

Questions and Answers Received on October 1, 2024:

Q1: One part lists cloud service or BlueTooth capable if the cloud service is inoperable. Then the Specifications/Special Conditions say BlueTooth or Wi-Fi capable. Can this be clarified? 

A1: This must have lifetime cloud service but, if the cloud service goes down there must be the ability to download the data at the device. 

Q2: What type of pole will these be mounted to? Do we need to include the cost of the pole? Do we need to include the price of mounting hardware? If we need to provide mounting hardware, we need to know what type of pole it will be mounted to.

A2: 2.25" square poles. Price for mounting hardware must be included in price per unit.

Q3: Will there be a speed limit sign or a "YOUR SPEED" sign required? 

A3: The YOUR SPEED is needed. The County will provide the posted speed limit sign. 

Q4: I want to verify that the County is wanting the "slow down" or "too fast" option. Under the newest MUTCD rules, it is my understanding that those "add ons" were no longer applicable. 

A4: The County wants the "slow down" and "too fast".

If "yes" is specified above, the specific requirements are described within this RFQ. The vendor selected for award must provide a Certificate of Insurance that clearly complies with the stated insurance requirements prior to issuance of any purchase order. Failure to do so within the requested timeframe (five (5) working days under otherwise noted) may be cause for rejection of that vendor's response.
