Terms and conditions governing this quotation are attached hereto. Insurance requirements, if applicable, are also attached hereto as part of this document. As this price request constitutes an inquiry, and not an order, it implies no obligation to purchase on the part of Lake County.

Disposal of Used Tires

All prices submitted are to be on the form below in accordance with all terms and conditions set forth in this Request for Quotation. Prices quoted should be in unit of measure shown. Any award resulting from this RFQ will be made to the responsive, responsible vendor which offers the lowest price on an aggregate basis. If award is noted to be made on an aggregate basis, any vendor response that fails to include pricing for all items may be rejected. Per Section 287.05701, Florida Statutes, the County will not request documentation of or consider a vendor's social, political, or ideological interests when determining if the vendor is a responsible vendor.

Prices shall be quoted F.O.B. Destination – inside delivery, freight included and shall be inclusive of all costs. Current and/or anticipated applicable fuel costs should be considered and included in the price quoted.

Delivery of items is to be within 30 days after any purchase order is issued.

Specifications and/or Special Conditions

 The Office of Solid Waste periodically has a need for disposal of used tires that accumulate at the County's Central Facility landfill, located at 13130 County Landfill Rd, Tavares, FL 32778. The County will conduct all of the hauling from the County's Central Facility to the vendor's designated location.

 
1. Bidders shall provide the physical address of their designated facility with their RFQ submittal.
 
2. Bidders shall provide the total number of miles (roundtrip) from their designated facility to the County's Central Facility with their RFQ submittal.

4. Contract term will be one (1) year, with the option of four (4) subsequent one-year renewals.
 
5. Billing and invoicing shall be The Office of Solid Waste, PO Box 7800, Tavares, FL 32778.
 
Questions and Answers:
 
1. What is the current rate you are paying to dispose of the used tires?
 
Response: Passenger and semi-truck tires: $130.00/ton
                  Bobcat tracks: $150.00/ton       
                  OTR Tires: $250.00/ton.
 
2. Where are your used tires currently being hauled to?
 
Response: Empire Tire of Edgewater in Orlando.
 
3. Are there any additional fees that you pay to dispose of the used tires?
 
Response: No.
 
4. What is the frequency of which these are hauled? For example, how many loads did you have removed in 2023?
 
Response: From October 1, 2022, to September 30, 2023, the County shipped out 527 tons of tires. Of this amount, 5.59 tons were OTR tires, the rest were passenger and semi-truck tires. This tonnage was 57 loads, 12 loads in a 40 cubic yard container and 45 loads in a 100 cubic yard walking floor trailer. The frequency varies from one (1) load per month to six (6) per month.

If "yes" is specified above, the specific requirements are described within this RFQ. The vendor selected for award must provide a Certificate of Insurance that clearly complies with the stated insurance requirements prior to issuance of any purchase order. Failure to do so within the requested timeframe (five (5) working days under otherwise noted) may be cause for rejection of that vendor's response.
