Mr Martin,

 

We met a while ago to discuss the storm drain problem on the corner of Cactus Lane and Bay Road.  One area of discussion was if it was possible to build a small retaining wall on the north side of Cactus Lane due to the severe slope of the yard.  For this, I've decided to kill off the grass and plant a ground cover so that I will not have to cut this portion.

 

The other area we and my neighbor discussed, were the drains getting covered with debris during a rain storm and the street flooding.   Attached are two jpeg's of both the north and south side drains after yesterday's rain.  Prior to the rain there was no grass, garbage or other debris on the drain covers.

 

As I mentioned when we spoke, I'm very hesitant about clearing the drain, due to the odd smells and not knowing what chemicals may be in the debris.

 

I'm not sure what the solution is, but I hope that you can help.
